West Vancouver has some of the most stringent construction fire safety plan requirements in Metro Vancouver — including a rule that sets it apart from every other Lower Mainland municipality: only plans produced by a professional Fire Safety Planning Service will be accepted by West Vancouver Fire and Rescue. If your CFSP is prepared in-house by a contractor or an inexperienced preparer, it will be rejected.
This guide covers West Vancouver’s specific requirements, what “professional preparer” means in practice, the submission process, the quality audit system WVFR uses, and what your plan must include.
The Legal Basis
Construction fire safety plans in West Vancouver are governed by:
- BC Fire Code 2024, Section 5.6 — the provincial standard for fire safety during construction and demolition
- West Vancouver’s Fire and Emergency Services bylaws — municipal enforcement that supplements and tightens provincial requirements
West Vancouver’s requirements build on the BC Fire Code foundation and add several municipality-specific rules — particularly the professional preparer requirement and the formal quality audit system.
When Is a CFSP Required?
A Construction Fire Safety Plan is required for all buildings or portions of buildings under construction, alteration, renovation, or demolition in West Vancouver. The plan must be submitted to West Vancouver Fire and Rescue and accepted prior to construction beginning.
The Professional Preparer Requirement
This is the most important West Vancouver-specific rule: only Construction Fire Safety Plans produced by a professional Fire Safety Planning Service will be accepted by West Vancouver Fire and Rescue.
This means that plans prepared by general contractors, owners, or project managers who do not operate as professional fire safety planners will not pass review — regardless of how closely they follow the BC Fire Code template. West Vancouver expects a level of expertise and quality that requires a specialist preparer.
West Vancouver Fire and Rescue maintains a formal WVFR Approved Fire Safety Planners List. Planners qualify for this list by submitting two consecutive Construction Fire Safety Plans with fewer than two minor deficiencies each. Working with a planner on this list is the surest path to fast, first-submission approval.
The Quality Audit System: Major Omissions vs. Minor Deficiencies
West Vancouver Fire and Rescue formally audits every CFSP submission against a two-tier quality framework:
Major Omissions
A Major Omission is the absence of a core safety element required by BC Fire Code Section 5.6.1.3, such as:
- Missing emergency procedures
- Absent fire watch designation and protocols
- Incomplete or missing hazard control measures
- Failure to include required site plans
Plans with Major Omissions are returned for revision before they will be accepted. This delays your construction start.
Minor Deficiencies
Minor Deficiencies are smaller gaps or quality issues — incomplete contact information, substandard site plan detail, missing revision history. Planners who consistently submit plans with fewer than two minor deficiencies per submission qualify for the WVFR Approved Planners List, which streamlines future reviews.
Submission Process
Your CFSP must be submitted prior to construction as a high-resolution, vector PDF. West Vancouver will not accept scanned documents — all plans must be submitted as properly formatted digital files.
The submission package must include three components:
- Construction Fire Safety Plan — the full site-specific plan
- Pre-Incident Plan drawings — simplified floor plans and site information for first responders
- Vital Information Form — key building and emergency information for the fire department
All three components are submitted together by email.

Review Fees
There is no separate review fee for Construction Fire Safety Plans in West Vancouver. The cost is included in the Development Plan Review fee charged as part of the building permit process. This makes West Vancouver one of the few Lower Mainland municipalities that does not charge an additional CFSP review fee.

On-Site Requirements After Approval
Once your CFSP is accepted by West Vancouver Fire and Rescue, a durable, weatherproof copy of the approved plan must be posted in the site office for the duration of construction. The copy must withstand exposure to construction site conditions and remain legible and accessible to fire department personnel at any time.
As construction progresses through different phases, the plan must be updated to remain accurate. Any significant changes to site personnel, access routes, or protection systems should be reflected in a plan revision.
Fire Watch
BCFC Section 5.6 requires a fire watch during hot work and when fire protection systems are temporarily impaired. A hot work permit must be issued before any cutting, welding, grinding, or brazing operations. A continuous fire watch must be maintained during hot work and for a minimum period after completion — fire watch logs must be kept on-site.
Why Professional Preparation Is Especially Important in West Vancouver
West Vancouver’s explicit rejection of non-professional plans means there is no workaround — you need a qualified fire safety planner. But beyond meeting the minimum bar for acceptance, working with an experienced preparer who understands West Vancouver’s quality audit framework (Major Omissions vs. Minor Deficiencies) ensures your plan passes on first submission without costly revision cycles that delay your construction start.
